At the September 5 TDHCA Board Meeting, TDHCA staff presented the Draft 2025 Qualified Allocation Plan (QAP). This draft reflects updates recommended by the Rules Committee, which had previously gathered public feedback on potential changes during a meeting on June 12, 2024. The draft QAP presented on September 5 identifies differences from the 2024 QAP using a blackline format. However, the version submitted to the Texas Register will not highlight these changes. To facilitate stakeholder engagement, the Department’s Public Comment page will include a blackline version of the proposed 2025 QAP, as approved by the Board.
Public comment will be accepted between September 20, 2024, and October 11, 2024. Staff will then consider and prepare reasoned responses to public comment as part of the final action on the QAP that will be brought before the Board on November 7, 2024, for approval. Once approved, the QAP will be submitted to the Office of the Governor by November 15, 2024, for final approval, modifications, or rejection. The adopted 2025 QAP, following the governor’s decision, will be published in the Texas Register and posted on the Department’s website by December 1, 2024.

Led by its QAP Committee, TAAHP is working to ensure that the 2025 QAP aligns with the needs and priorities of its members. Throughout the revision process, TAAHP keeps its members informed about engagement and collaboration opportunities, fostering a collective effort to shape impactful policies.
