Roger Arriaga
Executive Director
Prior to joining the Texas Affiliation of Affordable Housing Providers, Roger Arriaga served the housing industry as Assistant Director at the City of Austin’s Housing Finance Corporation (AHFC) and subsequently as Director of Government Affairs for production homebuilder KB Home. Most recently, he served in several roles within natural resources and economic development in San Antonio. As the Director of Natural Resources for the Alamo Area Council of Governments, he was responsible for coordinating air quality initiatives for the 13-county region in South Central Texas. He also worked in water policy and management as Chief of Staff at the San Antonio Water System (SAWS), the largest municipally-owned water system in the nation. As Vice President of Public Affairs at the San Antonio Chamber of Commerce, he represented the business community in the areas of energy, water, transportation, and legislative affairs.
Roger’s commitment to community service includes serving in volunteer roles for the Round Rock ISD as Bond Committee Chair, Student Mentor, Superintendent Appointee to the District Level Committee, and alumni chair for the inaugural class of Leadership RRISD. He has served as president of numerous homeowner associations, was a former appointee to the State Energy Efficiency Advisory Committee, and previously served as Vice Chair for the Austin/Travis County Homeless Task Force.
Arriaga is a former recipient of the Clarence E. Ridley Award from the Texas City Management Association, the President’s Award for Service from the Greater Austin Homebuilders Association and the Commitment to Excellence Award from Build San Antonio Green.
Roger’s education includes a Master’s degree in Public Policy from the University of Texas’ Lyndon B. Johnson School of Public Affairs and a Bachelor’s degree in Economics from the University of Texas at Arlington.
Roger and his wife, Carmen, celebrated their 25th anniversary in 2017. They have two boys in college and a daughter in middle school.

Naomi Bludworth
Communications Director
Naomi is the Communications Director for the Texas Affiliation of Affordable Housing Providers. Prior to joining TAAHP, Naomi served as Communications Director for a local non-profit trade organization serving the real estate industry, managing editor of a local real estate publication, marketing manager for a real estate franchise as well as freelancing graphic design for numerous clients and brands. She was honored in 2014 as Marketing Professional of the Year by the Texas Association of Builders.
Naomi holds a Bachelor of Science degree in Advertising from the University of Texas at Austin. She is a native Austinite and when not working, enjoys spending time with family.

Victoria Wilson
Policy & Regulatory Manager
Victoria is the Policy and Regulatory Manager for the Texas Affiliation of Affordable Housing Providers.
Prior to joining TAAHP she was a transportation researcher focused on freight and trade policy, and binational planning in Texas. During this time she gained experience in policy and data analysis, writing research reports, and engaging with local, state, and federal stakeholders to promote collaboration in planning efforts. She has also worked as a content analyst responsible for synthesizing complex information and delivering it a variety of formats with the ultimate goals of educating and engaging the audience.
Victoria holds a Master’s degree in Public Affairs from the University of Texas’ Lyndon B. Johnson School of Public Affair sand a Bachelor’s in Philosophy and German from Colgate University.

Kristi Sutterfield
Conference Director
Kristi is the Director of the Texas Housing Conference hosted by TAAHP. Kristi is in her tenth year as the Conference Director and is in charge of 35+ education sessions, all networking events, fundraising, partner and booth sales, advertising sales, as well as keynote and panel speakers. Kristi was previously the Executive Director of the Texas Association of Builders from 2002 through 2007. Kristi works with the Greater San Antonio Builders Association, the Texas State Affordable Housing Corporation and consults for others involved in affordable housing arena. She was named Executive Officer of the Year in 2007 by the National Association of Home Builders. She serves on the NAHB Board of Directors, lives in San Antonio and is a single mother of twin sons, Hunter and Fisher, who are both in college.
