The U.S. Department of Housing and Urban Development (HUD) has issued a Notice of Funding Opportunity (NOFO) for approximately $175 million in one-time Builds awards to enhance the development of new permanent supportive housing (PSH) units through the Continuum of Care (CoC) program. Announced on July 19, 2024, this funding opportunity aims to address homelessness by supporting the construction, acquisition, or rehabilitation of PSH units for individuals and families in need.

Purpose and Goals

The CoC Builds NOFO targets efforts to reduce homelessness by increasing the availability of PSH units. Key objectives include:

  1. Increase Housing Opportunities: Expand housing options for individuals with high needs, including those experiencing homelessness where at least one household member has a disability.
  2. Boost PSH Supply: Increase the number of PSH units within CoC geographic areas.
  3. Encourage Coordination: Promote collaboration between housing providers, healthcare organizations, and social service providers.
  4. Support Smaller States: Ensure resources are accessible for states with populations under 2.5 million.
  5. Enhance Accessibility: Ensure new PSH units are located near essential services and transportation options.
  6. Advance Fair Housing: Address barriers to fair housing and prevent segregation by providing opportunities in diverse and resource-rich areas.

Funding and Awards

HUD plans to allocate approximately $175 million, with an expectation of making around 25 awards. The funding will be used for:

  • Construction of New Units: Develop new PSH units.
  • Acquisition: Acquire properties to be converted into PSH.
  • Rehabilitation: Renovate existing properties for PSH use.

No more than 20% of each award may be used for eligible CoC Program activities related to the PSH project (such as supportive services and operating costs), and no more than 10% may be allocated for project administration.

Application Process

Applications for the CoC Builds funding are due by November 21, 2024. Interested parties can access the NOFO and additional application details through HUD’s Office of Community Planning and Development.
